None of my rules work on incoming mail

    I just upgraded to a new PC and I brought over all of my settings for Outlook using the transfer wizard. All of my rules are present and appear to be intact, however NONE of them work automatically on incoming mail. BUT, if I manually select the rules using the "Run Rules Now" dialog, they all function perfectly. Creating new rules makes no difference, they don't work either unless run manually. Everything worked fine on the old PC, and to the best of my knowledge everything is set up the same way.

    I can't find anything on the MS Knowledge Base or Symantec site that seem relevant. Any ideas??

    WinXP Pro SP2 and all updates; Outlook 2000 SP3; Norton AntiVirus Version 11.0.16.4 (I think its NAV 2006?) with e-mail scanning enabled, same as on previous PC.
