no taskbar, no icons

1. In the Administrator windows, there is no icons, no taskbar. The only thing present is the cursor. Also the only thing I can do from the screen is using ctr-alt-delete to switch to a user account.

2. In the user account, however, everything appears normal.

3. Also, if I use F8 to turn to VGA mode, then everything also appears normal.

Your help is appreciated.

Note: this happened a few times in the past too. And usually it came back to normal after a while, I can explain how.

 

latest development:

Since the working user account is " restricted user ", I used the Administrator's password to change it into "administrators user ". This works fine, except that it is the only normal( not vga or safe mode ) account that works. All other accounts I created from it have blank screen. Very strange, indeed.

Also, safe mode and vga mode has oversized chars, not really usable!
