Try going to Start -> Run and type in dxdiag. If you have Windows XP it has some basic tests for the audio.

The audio is broken up into "Windows sounds" and "higher level" sounds (CD's, MP3's, Video audio, etc). If you can hear Windows sounds, but not others, that could mean the program sounds settings are muted.

Windows should have a volume control (and mutes) in the Notification tray (icons next to the time), there may also be an audio "manager" supplied by the audio controller manufacturer. You might also find icons in Control Panel (classic view).

If you hear some sounds and not others, that sounds to me like settings (something is muted or the level down).

Look around for audio controllers/managers. Windows Volume is only one of them.
