Start by disconnecting all drives: cd-rom, hard drive, and floppy.
I would disconnect all case fans also but, of course, not the cpu fan.

Check cpu heatsink to make sure that it's making good contact and also that it's not put on backwards - no offense intended. I would take it off and look for the square impression of the cpu's core made in thermal compound on the bottom of the heatsink. I suppose the same advice would apply to an Intel setup but I've never touched one.

It doesn't sound like a short circuit - with those, everything usually shuts down very quickly. Doesn't sound like a memory of video problem -you'd hopefully get beeps with those.

Have you tried booting the board with a minimal configuration as I described above? - all drives disconnected? What I'm getting at is that the symptoms you mentioned best describe a power supply that isn't cutting the mustard. I just had a rig do exactly as you described. I could only get it to boot by disconnecting a bunch of devices. Of course, a new massive power supply cured the problem. If you do get it to boot, go into the bios and check your voltage readings. They may be marginal.

But that's only one theory. Often no beeps indicates a cpu or mainboard problem which are the hardest to troubleshoot - mostly because they require you to have another cpu or mainboard lying around.

Thank you ,Chiles.I did not get any beep because the speaker wires were connected to the wrong post on the front panel connector. After correcting that problem,I received these 2 long beeps caused by a faulty memory.Replaced the memory, and it is OK now.Thank you.
