no pop up screens

I have a problem when i visit some game sites i try to go in to game rooms and hit play now and the pop-up screen doesnt appear i do know that it has to do with my settings but how do i get there is the question? And when some screens do show up there are way down below my taskbar! I have windows 98 and i have earthlink as a internet provider so please help .......

 

ok where do i go to find my browser then can you tell me is it under internet options i mnot sure where to find it at

thank you i did figure it out i downloaded some kind of stop guard to stop pop-up screens to scan for virus what a misstake
when i already have a scanner
