I must have done something wrong. I open a folder to see the Pictures. I see the Icons but no Pictures. I cannot open the Pictures to see what they are. I do not know what the Picture is so I can place it on the screen.

Try this. Right click on the icon and pick open with. Pick your photo program you have. If that works go back and do the same but this time instead of picking the photo program pick let windows manage file. In the box that opens pick the photo program that opened your photo and click on the box always use the selected program to open this kind of file. That will put a check mark in the box. Then click ok. Now if you are talking about you just have a list of your photos and you want a thumbnail view instead, click on the down arrow on the right side of the folder tool bar, for more options and pick small, medium or large icons. That will give you a thumbnail view.

I have Thumbnail Icons, but no Pictures. I Right Click the Thumbnail and go to Windows Photo Viewer, the Photo opens. It does not open in the Folder. I cannot pick the Photo that I want without Right Clicking each of the Thumbnails, until I find the one I am looking for. I want each Thumbnail have a Picture on it.

Check your settings in the Folder - e.g. Pictures - you need to check Medium icons or larger - screenshots.

I went to Folder Options, View. Under Advanced Settings, Is Display File Icon on Thumbnails. I checked that and Photographs are now shown on the Folder. I also unchecked Always show icons, never thumbnails. I do not know why I went there, and saw those. It is almost Holloween!!!
