A friend of mine has a PC with Windows XP Home and wanted to back up his files. I tried to run him through it over the phone but he was having difficulty. When I went to help him out, I found that when I went to Start Menu>Programs>Accessories>System there was no option for Backup. Now I have Windows XP Pro and I have that option. Why doesn't he have it?

If he has the XP CD put it in the cd drive then Preform additional tasks\ Browse this CD\Valueadd\MSFT\NTBackup. Click on it the click on the computer icon thats labeled Windows installer Package follow the wizard that should install it. I hope this what you are looking for.
