No access to defrag & other functions

    Hi I am experiencing a problem when I try to defrag i get a message (windows cannot access the specified device, pat, or file. you may not have appropriate permissions to access the item.) same occurs when i tried to open windows system device manager. i have not changed or installed anything so would appreciate any help you can give. thnx

    i only have 1 user on this cpu tried changing users did not help
