new hard drive?

    Dell techs diagnosed my issue as bad hard drive which they could not repair...machine was running slowly, would not boot, most programs would not work, just got the churning blue circle.
    Dell home repair guy came and replaced my hard drive. Dell (online tech) then tried to assist me since I could not get my backup disc installed. My PICTURES, DOCUMENTS and CONTACTS all made the trip, but BOOKMARKS and some other less important stuff did not.
    I had a Maxtor external for my backup hard drive info and still have the info there.

    Now the NEW hard drive has a lot of the same issues...runs slowly, programs freeze, WINDOWS LIVE MAIL will NOT install (even by the Dell tech). They finally installed OUTLOOK MAIL and am not happy with that.
    I have spoken with tech support from NORTON who after taking over machine say it is NOT a virus. Tech guys at COMCAST, my ISP, say the signal ping shows speed test shows average of 27.67 down and 5.68 up, so it is not their issue. Seems we had some problems in mail with the POP server number settings?

    Dell says only option now is to reinstall the Windows, which they will take over and do.
    I raised with them that this machine had problem with cooling fan having to be replaced and TWO times the hard drive has had issues. I say LEMON LAW...and want to ask them for a NEW MACHINE?
    Is this reasonable, or do you have other suggestions to try, even before, or IF I should do the Win reinstall???

    First try the reinstall. If that doesn't solve the problem it makes a hardware issue more likely.
