My emachines celeron processor at 433 Mhz went and updated thorugh IE and have installed 98 se with another cd.
Now neither cd's are recognized in the cd rom bay went inserted.

Butthat's not my problem -for now-
It seems during boot up sometimes network drivers fail to load and I can only catch part of it something like NDSHLP soemthing something
And something about the bindings are set wrong
Does this soud like something anybody has encountered?

Someone told me I can use the pause button to stop the startup so I can take a longer look and will try that (when I get back to the e-machine
right now on an Acer travelmate laptop.

That error is usually caused by someone adding the "Existing NDIS adapater" in Network Properties.

In Control Panel, open Network Properties and remove the Existing NDIS Adapter. Click OK, let Windows make the necessary changes and restart when it's suggested.

You'll probably need the Windows CD, unless you've already copied the Windows .cab files to the hard drive. If the CD drive isn't working this could be a problem. Might want to get the drive(s) working first.

If you look in Control Panel - System - Performance, are some of the drives running in DOS Compatibility mode? On the Device Manager tab, under CDROM, are the CD drives shown?

For what it is worth the only NDISHLP.SYS file I have is in the Drive Image 2002 folder.

In Win98 this problem is also caused at times by a DOS 16bit CDROM drivers being loaded in the Config.sys.

This will not only keep 98 in the DOS compatability mode but wiil also stop the Network from working as the Network will not work in the Safe mode or DOS Compatability mode.
