netscape mail PASS command erro

I'm using ns 6.2, and when I go to check my mail I get an "enter password" command box. This doesn't happen all the time. I put in a password, but it tells me, "the PASS command did not succeed. The mail server respomded: Mail storage services unavailable, wait a few minutes and try again ". It askes me to enter a password for, (name)@68.1.17.2
Nothing seems to work, and it keeps going back to the "enter password" box. I have win 98, and using ns 6.2, using netscape mail.
