Need help with WinMe re-installation

My pc crashed and i called every local pc shop in my area and they said there was nothing i could do. So my husband took it ito his own hands and ran a program called killdisk on my pc. It wiped my hard drive clean. So we installed the system disc that came with the pc. It's a Dell by the way, anyhow, Everything was looking good except when it's suppose to show my startup page, the page with the program files, startup menu, time....etc... it's nothing but a blank gray screen. So we tried starting it in safe mode and everything was on the startup page except for i can't use my mouse in safe mode. I was just wondering if there was a way to get my pc running properly while I'm in safe mode. How do I get Normal mode to run right??? I don't know alot about computers, just the basics. Is there anyone out there that can help me. Thanks!
