Maybe others are aware of this already. And if you run NAV 2006 you may want to check on this.
I got around to installing NAV2006 only about a month ago. (It's a long story.)
A few days ago I wanted to run Windows System Restore and found that none of about 30 restore points would work. (The procedure seemed to run OK, but when Windows booted, I was told the Restore had failed and no changes had been made.)
I found this reference which seems to explain why.
    http://bertk.mvps.org/html/srfail.html
As soon as I unchecked the box in the NAV Miscellaneous window I was able to use the existing System Restore points again--even those which had been created when the box was still checked. That is not what is said in the reference, but it is good news.
I have turned the NAV Symantec Resource Protection off permanently. I am not sure that I really need it, since the only Symantec security product I run is NAV.
I do not know if Symantec have fixed this in NAV2007.

Yet another reason to give NAV a very wide berth :D

I have NIS 2007 installed. I suspect that this is the culprit in not allowing my OS to create system checkpoints. This is also what happened when I had NIS 2006 installed.

What is the problem with Symantec that their product prevents Windows XP from functioning properly?

I followed instructions given here http://forums.cnet.com/5208-6122_102-0.html?forumID=44&threadID=166385&messageID=1838044 which required a reboot and then a system checkpoint was created. But unless you follow do this each time there are no system checkpoints created in system restore.

I read the information from your link and turned off NIS "System Resource Protection" but I shouldn't have to do this.

Anything else I should do or any other suggestions short of uninstalling and vowing never again to use a Symantec product?

Referring back to my post regarding NIS 2006 I did some further searching in NIS 2007.

The rstrui.exe was not listed in the program controls of NIS to allow and neither was windows update. I wondered why I had not been getting update alerts since I have auto update enabled but have checked for updates and found that there were critical updates that I was not alerted of.

What's up with NIS, why is it preventing vital OS tasks to run?
btw...... task scheduler is started in services

Anything else I need to manually add to NIS?

    Hello Joyce,

The only thing I can think of at the moment is defrag.exe in \System 32\ folder.

defrag.exe optimizes the prefetch folder for faster access and does very light defraging.

Thanks Charles, added that one to NIS.

Have any idea why these problems exist in NIS starting with 2006? Doesn't do any good to contact Symantec, they don't have answers.

The last Symatec product I used was NAV2005 and it never behaved the way you and Jim report.

Historically, Symantec sinks deep roots into Windows combined with little user control or info to the user.

    About defrag.exe:

To be technically more precise about its function:

No 2005 was just fine, these things didn't start until the release of 2006.
