Mystery file cetihpz://errors/blank.htm

Mystery file appears on desktop upon bootup. A "background ", blank window appears on the desktop with no command capability (minimize, maximize, delete). Windows search cannot find the file, nor can it be deleted. It can be moved aside.
Ran system restore successfully, but in 2-3 days/bootups the file reappears.
I run an hp psc 2410xi photosmart printer, fax, etc. Suspecting the mystery file may have originated at hp, I uninstalled the hp software, reinstalled it, declined to register with hp, rebooted and the file did not appear. One week later, I am still "clean ".
I intend to decline popup invitations from hp to "update your printer software ".
Will appreciate learning of others experience with this mystery file
