My control panel doesn't work right, what's the problem?

    I have NO idea what's wrong! Anyone know what's wrong? Whenever I try to open something in my control panel, I get this error, "Windows cannot find 'C:\WINDOWS\system32\rundll32.exe'. Make sure you typed the name correctly, and then try again. To search for a file, click the Start button, and then click Search. "

    I DON'T think I have a virus, I've already run a virus scan, and I have NONE.

    Do I need to format my hard drive, or what? I'm not sure.
