When I double click MY COMPUTER there's no tool bar, so I can't get to the 'tool' menu to change the folder options to change the downloan characteristics of some file types.

    Any help would be appreciated

I'm not sure whether this'll work, so you might wish to wait and see if somebody else comes up with any suggestions before trying.

Open regedit to HKEY CURRENT USER\Software\Microsoft\Internet Explorer\Toolbar\ShellBrowser. Right-click on the entry (in the right pane) for ITBarLayout and select "Delete ".
