Msconfig will not open or run

I have run Kaspersky and Norton and while Kaspersky found some minor issues, I am virus free. I ran CC Cleaner, Adware and Spybot. I checked for the Msconfig in regedit and it is there. Yet it will not open. The cursor turns to the "hour glass" for a second then will go no further. It acts just like when a pop-up-blocker stops an ad. I am running XP Home update. My original OS was Millenium. However, I have never had a problem with msconfig until now. We added a new Western Digital hard drive and made the original 20gb drive a data drive. I have scanned it also and nothing suspect shows up. There has to be an answer, but I can't come up with it. Thanks everyone. I look forward to your suggestions.
