I'm not sure whether this is new - it's the first time I have seen it though.

brett--I think it is a new site and part of MS' new policy** to "explain" new updates and patches at two sites-- one for techies and one for home-users. MS feels that the techie explanation is too hard for home-users to understand. :D
So now when you get the email from MS about the latest Security Bulletins and patches you are accordingly offered two sites to get more information.
Unfortunately the two sites have so far (three patches since Nov 19) offered conflicting information about which OS or version of IE the patches apply to. I have raised this in several recent posts. For example
    http://www.windowsbbs.com/showthread.php?s=&threadid=11435

So much for MS' making things easier to understand (surprise??).
**I can send the whole announcement if you wish.
