MS Picture It conflicts with OE 6

This has happened so many times over the past year or so. Using XP Home, by the way.
I click "Send" on Outlook Express 6 and get a window saying I need to insert the MS Picture It! CD (V6.0.829.0).
I click "Cancel. "
Get Error 1706: No valid source could be found for MS Pic It. Windows installer cannot continue.
Click OK.
Back to first error message.
Click Cancel.
Back to 2nd error message.
Click OK.
Go through this 3 or four times, and then: "The spell check on this document was halted. Send anyway?" Click Yes, and the e-mail goes.

I've tried uninstalling MS Picture It! and reinstalling several times. It works for a while, but then the problem reoccurs.

Anyone else ever have this problem? Any solutions?
