Try Here for the Microsoft site for making cleartype tuner adjustments. I got some excellent results there.

Try experimenting with different combinations of refresh rates and colour settings in the display properties. Be carefull not to exceed the maximum settings your monitor can handle. Anything at or above 75Hz refresh rate is deemed flicker free. I prefer 85Hz which all modern monitors should be able to handle. If this doesn't help it could be that the monitors emmision is a little low. Depending how qualified you are, there is usually an internal "screen" pot adjustment that can be tweaked up to increase the brightness. It's usually located on or near the LOPT (line output transformer). Obviously there are dangerous voltages inside a monitor so go there carefully or have a technician look at it.
BTW some video cards are just plain lower in output than others. But having the sreeen pot adjusted can often help.

The Overlay brightness adjustment will be grayed out when there is no active overlay. Adjust it while a media player video is paused, for example, so that an actual overlay will be present.
