I have had this problem 2 times in the last week. The modem is installed and is recognized in WIN98SE. But when I dial the access number to say AOL(or any regular phone number through phone dialer or hyper-term) the modem picks up, the dial tone is there and it dials, but the the dial tone stays there after it has dialed. It is like the modem does not "recognize" the dial tone. And obviously it never connects. The phone will eventually give the operator tones letting you know the phone is off the hook. I am assuming the modem is bad. I am A+ certified but this is a new one on me. I don't want to have to charge a guy $60.00 labor and $25.00 for a new modem if it can be fixed quite simple. Thanks for the help.

    You have been hit!

This is a classic symptom of minor lightening damage.

Modem was zapped just enough to burn its ears (the analog to digital converter) The tone generator is not outputing at enough strenth to be processed by telco.
