META tag no cache not working in NS 7.0

Ok, we have a web site which currently has a "Puppy Cam" set up. On the page, the META TAG is as follows:

"<META HTTP-EQUIV= "pragma" CONTENT= "no-cache ">" with out the " ".

All other browsers that I have checked or told worked exept when I load the page it wont work. Im not sure if its settings I have in NS or what but its set to upload a new image every 30 seconds and refresh the image but NS wont do it. Here is the link maybe someone else cant see it refresh either.

I am using NS7.2, and I get a webcam off notice at the every 30 sec new image load. The main is changing at almost dizzying speed.
