If you right click in the taskbar, is the option "Lock Toolbar" ticked? (For QL)
For Windows Explorer settings, did you click View> Folder Options> reset all folders? Not sure why "Favorites" would rearrange themselves.

Thanks for the reponse, but the problem was much deeper than that. At it all nite, I eventually solved it by re-registering all my DLLs. Unfortunately, somewhere along the way to the cure, a full page view of my Start Menu/Programs started popping up during startup! It's well off the topic, but any help on this new problem would sure be appreciated.

How did you go about reregistering the dlls? Were System Restore and SFC not helpful? Do you have any errors in your event log that may be helpful for a diagnosis? Do you mean that your Start Menu flashes on the screen, or pops up and stays?

I do so many program installs, tweaks, & registry changes that System Restore is only viable for relatively recent problems. (While working on the machine, I'll typically set many restore points along the way, often returning to one of them & carrying on from there. It doesn't take long before SysRestore gets loaded w/ entries & real confusing, so I tend to clear them out regularly.) Judging from the results of the fix, it seems that the 1st symptoms of the problem may have occurred ~1.5 months ago & have gradually been getting worse!
I ran SFC early last nite, but it indicated no problems - reregistering DLLs was truly a last resort - I was getting desperate & just couldn't think of anything else that might possibly work. I wouldn't have even thot of it, but I have "ntPerfectCompanion" onboard &, even tho it is far from my 1st choice as a diagnostic tool (I didn't even use it in my hunt for a registry solution), one of its functions is registering Dlls (&/or OCXs) & that, apparently, did the trick!
And, yeah, that StartMenu page is real annoying - it pops up & obliterates my view of Startup until I close it. (Any ideas??)

Do any critical back ups and Repair XP?

Do you use Home or Pro?

Using XP Home on a HP comp, only a SysRecovery partition (no CD) is available &, as far as I know, using it will have me starting again totally from scratch (something I'll only consider if things get so bad my machine becomes virtually unusable).
I don't make backups (I seem to have far too much faith in my ability to pull things back from the brink - so far, so good - if I did make backups, I've not yet reached a point where one would have actually been used), although I'm slowly preparing a file of prog setup.exe's to BU in case something seriously goes wrong (my progs, settings, & reg tweaks are all I'm really concerned about).
I have a feeling that solving the StartMenu popup problem is actually something fairly simple that I'm just overlooking. And as incredibly annoying as it is, it's pretty easy to deal with (just close the window), so I'm not about to do anything too drastic trying to solve it (but suggestions are appreciated - thanx).

Is your cursor anywhere near the Start Button when the menu pops up?

    Just a WAG-
Do you have any tweaks running that affect window focus? For example, when you hover your cursor over a window, does it become active, or do you need to click on it to activate it? If so, try disabling that function temporarily, and see if the situation changes.

Have you recently done any scans for malware? Spybot and AdAware are two of the best spyware eradicators, and almost every internet security provider provides free online scans. Take a look around the security forum for the top choices, and links. Can't hurt, anyway.

It's got nothing to do with cursor/focus (cursor position is irrelevant) or security (I'm real well protected), it's something which (about midway thru the scramble to find a fix) I somehow caused myself &, for some reason, couldn't restore back from.
