Go to Control Panel>Display>Appearance tab and then click on the "Advanced" button.

In the sample display, click on the area you want to change or click on the drop-down arrow under "Item," they accomplish the same thing. What you're wanting to change is the Title Bar, for example. Then on the right-hand side, pick the colors you want. That change will show immediately in the sample display. When you get things the way you want them, click Apply....which applies the changes but leaves the Display window open...or click OK, which applies the changes and closes the Display window.

If you get it all messed up and can't figure out how to get it back the way it was, just hit the X which cancels all changes and then re-open the Display window and start again.
