Making installed features common to all users

Hello folks!
I've got one PC with Win2K/NTFS and five users on the one PC.
I want to give them all access to the same features (installed programmes/common email account/data folders, etc) when they logon, and without having to configure each individual account with exactly the same things. I don't want to give them Admin priveleges either?
What's the best approach for this?
All suggestions welcome.

Create a group. Place the user accounts in the group. Place the group in the security section of whatever files/folders/etc. and give it exactly the access you want the users to have.

For instance, in program files you could give the group read and execute permissions to the entire folder & subfolders. Same with the windows folder. Then they should be able to run programs but not be able to alter anything there.
