making a text encoding default

    hi, i've got this com from someone whom i can't get hold of already by now.


    how do i change the current computer's text encoding to 'western european (ISO)' or to any other encoding for that matter, and make it default so that it applies to every corner of my OS?

    currently, from what i see, it applies in texts displayed in IE but it doesn't apply to the texts as shown in 'save as' dialog when i invoked this command from microsoft word for example.

    Are you having problems with the language being used for some of the displays?

    If not, could you explain what you need with more specifics because at this point, I'm a little confused.

    the text encoding now is more to 'chinese'. Some of the english words gets displayed in chinese even after I've set it to other encodings which supports english like 'western european (ISO)'.
