   Try this, Restore Missing Toolbars, Menu bar in Windows Explorer and Internet Explorer.

   It might be as simple as pressing one of the Alt keys (next to the Space Bar) to make the Menu Bar appear, then clicking on View>Toolbars and clicking on Menu Bar to enable it.
