losing windows items?

Hi, the prob being is that when I now try to get `msconfig` in RUN, a panel appears and reads `windows cannot find`. Now also when I try to get help and support, again a window appears and reads `windows cannot find `helpctr.exe` system service not running, to fix problem click service name help and support`, which I cannot get? I have tried system restore when it worked ok but it still will not open even then, please help in simple terms, thank you.
