I have seem several references to the Local computer policy branch relating to XP tips and tricks, but for some reason I am unable to out it or find it. I think it should be part of my Computer Management information, but I don't see anything that looks like it. I was looking for the limit reservable bandwidth setting using the following information:

    start - run - type gpedit.msc
expand the "local computer policy" branch
    expand the "administrative templates" branch
    expand the "network branch"
Highlight the "QoS Packet Scheduler" in left window
in right window double click the "limit reservable bandwidth" setting
on setting tab check the "enabled" item
where it says "Bandwidth limit %" change it to read 0

When I typed in gpedit.msc my XP system didn't find it. I opened my Computer Management and didn't see anything there that looked like it.

    Does anyone have the solution?

The Group Policy Editor is only available in Pro.

You can turn off QoS completely in Control Panel, Admin Tools, Services.

Well, since I have Home that takes care of that question.

    Thanks

Policy settings can be done in the registry. many are single registry changes.

You can uninstall QoS in the Properties of your connection in the Network Connections folder.

But, a misconception about QoS is that it limits bandwidth. That is rarely true. It only reserves bandwidth when active, which is rarely and for short periods of time.

I understand the misconception about QoS. I was more concerned about why I wasn't seeing it. I checked in Services and my QoS was set to manual. I just left it that way. Is that a problem?

That sounds fine. My understanding is that few apps and possibly some online games are QoS enabled. The service should start when needed. If it doesn't, an error will appear in the Event Viewer.
