Laptop Battery fail to charge

Battery will not charge when laptop is on. It will charge if laptop is off.
The battery and adapter have been replaced. No change.

Hi Jagall, Welcome to WindowsBBS. Have you tried Toshiba Forums FAQ? I just had a peak in there and you might be able to track down your problem.

It's a free program that the producer will accept monetry support for if you can.
You may have a bad connection where your charger plugs in or a fault in the Motherboard.
Have you looked in > Control Panel > Power Otions to see if the program is working? Cheers Neil.

It turns out to be a normal problem.
The power supply is not producing enough current to run the system and charge the battery simultaneously.The battery recharge should be done with the laptop not running.
I could go to a larger power source.
