Language Pack (for chinese)

I seem to have problem with finding a chinese pack in windows website.

previously before i format my pc, i remember clearly it can show up chinese character.

After reinstall, that chinese pack seems missing.

any help?

i would like to find those language pack, and i don't want to install any 3rd party software just for it.

ok, now this is a strange part.

This mp3 is a chinese song, and the name is written as chinese word of course.
It appears in my folder as boxes.
But if i copy the boxes and paste into msn / microsoft words, it will comes out with proper chinese word.

any help with this? >.<
