Keeping Windows Mail on top

I have recently bought a new computer with Windows Vista, IE7 and Windows Mail.
My old computer was a XP, IE7 and Outlook Express.

My question is - on my old computer when I opened OE it always opened on top of IE7
Now with Windows Mail it sometimes opens on top, other times I’ll need to minimize IE7 to see Mail.

Any help would be appreciated
