I have 5 users on XP home. Someone sometimes has huge usage on the internet, but we don't know who - probably downloading music and video.

Is there a way to monitor individual user usage? (Other than the obvious manual "write down what you use ")

Internet Usage Monitor is free and should do what you want.

Otherwise, http://www.google.com and search for internet use monitoring and take your pick. Some free. Some inexpensive. Some neither.
