Internet Explorer won't start in NT4

We get the following in the Event Log:

The description for Event ID (1000) in Source (Microsoft Internet Explorer) could not be found. It contains the following insertion string(s): iexplorer.exe, 6.0.2600.0, ntdll.dll, 4.0.1380.7212, 00028d33.

The computer is running MS Small Business Server 4.5 and is used primarily as our Exchange Server. No hardware changes or software changes have been made to this computer. We do not use Internet Explorer other than when the anti-virus software is updated.
