Internet Explorer 5.5 Sp2 Prompt For Download

When using internet explorer 5.5 on the network intranet I am unable to view Tiff images. I get a default windows placeholder, but no image. I have checked the file associations for the Tiff extension and they appear to be fine. Is there a registery key I can modify or browser setting that I can force explorer to use and launch photoeditor or imagvue? Other helper applications seem to work fine i.e. jpg, doc, txt but they do not prompt for a dowload either. All files are located via a unc path to a file server. All the necessary applications needed to view the files are installed.
