Internet Doesn't Work at times when I am saving settings or sending emails on sites!

I do not know what is wrong, but although I am able to use the internet, at certain places it WILL NOT WORK. For instance I own a site on Bravenet.com. Starting about 3 weeks ago, whenever I click on the button to save my changes, it gives me a "Page cannot be displayed." Also starting at about the same time, I use www.Inbox.com to send most of my emails, now I am unable to send emails. It does a similar thing as what happens on Bravenet but it gives the error "Error communicating with the server" message. These two are probably connected.

Please, I am desperate for help I have tried everything. I have cleared my hosts file, made sure my firewall wasnt blocking it, made sure my latest IE settings didn't block it and everything. I use Windows Xp. ANY HELP YOU COULD GIVE ME WOULD BE ETERNALLY AND CONTINUOUSLY APPRECIATED!
