IE7 and Outlook Express - Internet Explorer (no admin)

    IE7 and OE6 - Internet Explorer (no admin) and OE6
    Downloaded a prog from the net - didn't have pw for admin account - just used it blank (not filled out) and hit the key to enter WinXP - now cannot access the Tools>Internet Options>Security with administator rights. Deleted the program. Now don't have it or even know where it came from. Can anyone help me.
