If I'm understanding correctly, you want activex controls to run when you trust a website and you want them disabled for all others. Is this correct? If so, in IE's security options, set activex controls to disabled in the internet zone and set them to enabled them in the trusted zone. Then add the website or sites you trust to the trusted zone. If you do this those that are in the trusted zone will be allowed to run activex controls automatically, those that aren't in it won't be able to run them. This should work without any intervention from you.
