Windows XP, IE 6.0, Cable Connection

The following appears when all internet sites are closed down and I wish to clean out cookies, cache, etc. using SWP 2003.

Does anyone know the cause and solution?

You must be running some application that uses IE silently. Did you check task manager to ensure that no IE was running?
Try shutting/closing your tray icons, one at a time to determine if you have something down there. Beyond that, we need a process less to start guessing.

I have been doing that. Using the Advanced manually is the work around. It seems that IE is always running in the background While it worked in the past it is sporadic now. However, if I reboot I can get it to work half the tinme or more.

I can only suggest that you use a process of elimination to attempt to ID the culprit (close all programmes, restart 'em one at a time and run QC after each restart).

The problem or the solution lies with Norton downloads in the AV program. I updated through the Intelligent Updater the other day and this program worked perfectly. While I was out today Norton's Automatic Update updated the AV and the program ceased to work.

I really think Norton is not as good as it was a few years ago. However the AV is excellent. I will have to decide near the end of the year when my subscription is up whether to renew or move to a different program.
