IE scrollbars aren't really scrollbars?

    I read that they're actually bitmaps the program draws to look like scrollbars and is why they can be customized with style sheets. How can a program draw a bitmap and make it act like a scrollbar? :confused:

    Technically, yes it is. But how come IE's scrollbars can be changed by CSS and other browsers' can't?

    edit: This is what I mean, from WindowBlinds FAQ:
