IE 6.0 will not startup after 15 minutes

Just looking for a little help for a friend. He use Win ME and says that IE6 will start fine right after a reboot, but not if he waits 15 minutes or more. If he waits over 15 minutes, he has to reboot to get IE to start. Even if IE will not start, any other program that uses an Internet connection still works. Obviously, the connection is good. He has also tried reinstalling with no luck. Any thoughts on why there is a problem starting IE? Thanks in advance.

I suggested he try a Firefox browser to see if he has the same problem. Both browsers had the same problem, so I assume it's a problem in ME. I'll have to post there since I'm not familiar with that system.
