IE 5 Blocking Internet Access

    I am experiencing difficulty in the "Restrict remote (dial-up)" users accessing the Internet, except sites allowed by the administrator. A typical remote user will dial an ISP and create a VPN using Win2K VPN software. As described in the article Q267930 (Microsoft Knowledge Base) the noaccess.rat file will block access to all the Internet sites. This setting is overridden by adding a list of approved sites. This configuration works well for the Administrator of the system, but not for any standard users created on the system. When logged in as a standard user, this particular approved Internet site list is not available. Hence blocks access to the Internet completely. However the approved Internet sites are still listed under Policies in HKEY_LOCAL_MACHINE (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\Ratings\PICSRules) in the registry. When the standard user is added to the administrator group, the configuration works. That is the Internet access is blocked except for the approved Internet sites and the approved Internet sites are listed in the content advisor. Any help….Is this a bug perhaps?
