IE 5.5 won't open webpages until I hit refresh

I have a Pc running win2000 sp4 and ie5.5sp2. I've ran into some problems with the system and had to re-install the OS. Now when I use IE and type a webisite (www.yahoo.com) it just sits. Then when I hit refresh it loads the page.
I have this problem with Netscape navigator also. BUT when I use Mozilla Firebird, the page launches normally.

How can I fix IE 5.5

 

I also have a Comcast Modem connection running.

 

Go to the Run dialog box and type or copy and paste this line of code into the entry field - rundll32 setupwbv.dll,IE5Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt " . If you are running 2000 and run IE6 then simply replace the IE5 with IE6.

Ive seen this symtom but right now I cant remember,,for sure
ya the repair and do the basics..
clear IE's cache,, IE options delete firles and mark the popup to delete offline content,,clear history and if possible delete cokies.

How do you have IE set up > IE options , settings , ?

Is your PC keeping the correct time ?

Fixed Problem

I've replaced network cards and the connection went fast. Now I'm able to open any browser lightning fast and download files again.
