ICS routing Win2k Pro to Win2k Server

I am trying to use ICS on a win2k Pro machine to act as a backup for a remote location if my DSL goes down by dialing into my Win2k Server. I am able to ping and connect via telnet to 192.168.9.10 from the 192.168.0 which is what my remote systems need to use. My problem is that I cannot ping nor connect from the 192.168.9.0 to the 192.168.8.0. Also I have created a persistent route on the server for the 192.168.8.0 but it does not show up in the routing table. Listed below are my configs

Did you configure RRAS on Win2k server as a router?
