If you explain what do you mean by applying a "splitscreen" in Win 98, maybe, someone will help you. Do you want to have several different desktops open?

    What I meant was...

the screen is split in half (top & bottom) and you can have two different websites or windows applications in each one.....

From Windows Help on tiling windows.

    1. Right-click a blank area on the taskbar.
    2. Click Cascade Windows, Tile Windows Horizontally, or Tile Windows Vertically

    Notes
Make sure all the windows you want to display are open. Closed or minimized windows will not be displayed.
To restore your windows to their original state, right-click a blank area on the taskbar, and then click Undo Cascade or Undo Tile.
