FYI as this happened to me following an unwanted installation of Chrome when updating Google Earth.

When clicking on a hyperlink in an Outlook mail the following message was displayed .....

Cause seems to be unknown, but MS have a FixIt which worked for me .....

Hyperlinks are not working in Outlook

Chrome appears to lock the Temp Internet Files folder after its installed. I noticed this when setting up systems for clients. Then, after Chrome is setup and used, and after one clears the Chrome history, cache, cookies, etc, the TIF dir is unlocked. Outlook uses that dir too.

There was no setup involved in my case - I uninstalled it immediately :)
