Hi voo22, Welcome to WindowsBBS. :)
Have you had a look in System > Device Manager > any exclamation points?
Update USB Host Controller Drivers may be the answer. Neil.

Advanced troubleshooting tips for general USB problems in Windows XP

    Your best bet .....

Remove and reinstall all USB controllers
To remove and reinstall all USB controllers, follow these steps:
1.Click Start, click Run, type sysdm.cpl in the Open box, and then click OK.
    2.Click the Hardware tab.
    3.Click the Device Manager button.
    4.Expand Universal Serial Bus controllers.
5.Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time.
6.Restart the computer, and then reinstall the USB controllers. (Windows will do this automatically)
7.Plug in the removable USB storage device, and then test to make sure that the issue is resolved.

Just a sudden thought - what USB Version devices are you trying?
I would imagine that the latest USB 3 would not be enabled in XP SP3 OS.

Also, if you Right click My Computer > Properties > Hardware > Device Manager > Expand Universal Serial Bus Controller > plugin your USB device to a port > then Right click your USB Root Hubs (one at a time) > click on Properties > Power and see if there is anything shown. 0mA = nothing 495-500mA means there is an active port and it's recognized. Neil.

    thanks all,
yes, USB 2.0 (that 2GB/4GB flash-drive, and wifi adapter, all is 2.0 version)
    that Power value is 500mA,

Did you visit the link that Pete gave you? YES, DONE.
Did you run Mr Fixit? Neil. ? NO.

anyway, I found cmd: devcon.exe rescan
and make .bat file(shotcut), is look helpful.
