How to disable Netscape 7 Preferences

Renaming prefui32.dll disabled Netscape 4.x preferences.
How can I disable preferences in Netscape 7?

May I ask you to clarify exactly what it is you want to do? Disable access to the Edit|Preferences options for users? Disable all preferences (as set in prefs.js) from applying?

Yes, I want to disable access to the Edit|Preferences options for users and also disable access to same settings + Mail & Newsgroup Account Settings options in Mail.
