lonelybird--When you say MenuBar do you mean File, Edit, View, etc.? I ask since IE7 does not show it by default.
If your answer is yes, have you tried to right click on an empty space on the toolbar|uncheck Lock Toolbars and go through the usual procedure of trying to hook the Google Toolbar and drag it where you want it?
To make life difficult Google Toolbar has a new version (v4) which seems very unpopular and occupies a lot more real estate than the old v3. I have maintained v3 and have the Google bar on the MenuBar line, where there is plenty of room. See my IE page in the attached image.
You can see I have eliminated the IE7 Search Box. If you need info on how to do that, post back. It may be simplest to use the IE7 Search Box as a substitute for the Google Toolbar search function anyway and just uninstall the Google Toolbar. Maybe you should consider that. You will find that the PopUp Blocker in Google Toolbar v3 does not work well with IE7. But, of course IE7 has its own PopUp Blocker. I do not know how the PopUp Blocker in Google Toolbar 4 works with IE7.
If you have lots of time, you may get some ideas on how to keep the Google Toolbar v3 here, if that is what you want

To move the toolbar, unlock it as Jim said. Then put your cursor just to the left of the word Google. If your cursor changes to a double arrow, you're to far to the left. I mention this because there's kind of a fine line there. You want your cursor to change to a four way arrow. When it does, click and hold your left mouse button and drag it to the location you want it. When you're done, go back and lock the taskbar again.

    You cannot do it.
This should be apparent when you unlock the toolbar. There is no dotted vertical line ndication on the Tabs bar at far left to indicate that repositioning of that line is possible so as to make room for the reposition.

This is not in any way related to the Version of the Google toolbar being used.
