Desire to limit user functions on a stand alone PC that is connected as a workgroup. when using gpedit.msc the administrator rights are changed as well. is there any way to change a user or group policy without baing connected to network using AD?

If using NTFS, can DENY read access for the administrators local group to WINNT\system32\GroupPolicy or see Q293655
